Remittances of IT industry in first half of 2016-17

Dear PSEB Members,

It is encouraging to see more companies using the correct purpose codes on Form-R and PRCs with their respective banks when reporting export remittances to State Bank of Pakistan. IT remittances during first half of 2016-17 (July–December 2016) are $306 million at an average of $51 million per month. This translates to a growth rate of 18.11% in remittances of IT and IT enabled Services during the first half when compared with the same period last year. Although this is a positive sign, PSEB’s target for 2016-17 is a growth of at least 30% in remittances by June 2017. To achieve the target of $730 million for 2016-17, monthly IT remittances for the remaining 6 months will have to be around $70 million a month till June 2017. This is achievable considering that we have more than 2000 IT companies averaging at least $50,000 per month.

Recently, PSEB and Ministry of IT had recognized the top IT exporters of Pakistan where Minister of IT gave awards to the top IT exporters and top IT startups based on remittances reported through the banking channel. The next awards event will be held based on IT remittances reported during July 2016-June 2017 and there’s an opportunity for other IT companies to win the awards later this year by improving remittance reporting through the banking channel.

The performance of our IT & ITeS industry during the first six months of current fiscal year in terms of export remittances reported by the State Bank of Pakistan is as follows:

S # Purpose SBP Code Exports in Millions US$ (Jul–Dec 2016) Monthly Average(Million USD)
A Computer Services   $265.110 $44.19
1 Export of Computer Software 9184 $127.838 $21.3
2 Software Consultancy Services 9182 $101.289 $16.9
3 Other Computer Services 9185 $33.386 $5.6
4 Hardware Consultancy Services 9181 $2.216 $0.4
5 Maintenance & Repairs of Computers 9183 $0.381 $0.1
B Call Centers 9102 $40.863 $6.8
  TOTAL (A +B)   $305.973 $51.0

At this rate, the total IT remittances are expected to be around $610 million (July 2016 – June 2017) which is $120 million lower than the target of at least $730 million for the current fiscal year. In order to continue receiving incentives such as export income tax exemption from the Government, it is important that IT industry keeps working towards correct code reporting, so that actual size of IT exports is reflected in the State Bank of Pakistan reporting to help us in obtaining more benefits and incentives from the Government in future.

Several companies are still using non-IT/expense codes which results in underreporting of IT remittances. It is important to understand that services being provided by your company’s Pakistan office have value and the monthly payment received from the principal office abroad is to be reported as an IT remittance in codes assigned to the IT sector (and not in codes for expenses).

In case of SMEs, there is a tendency to avoid completing the Form-R/PRC exercise with the bank on the time of receiving inward remittance, and the banks end up misreporting IT export remittances in non-IT sector codes. Then, there are SMEs which receive inward remittance in their personal foreign exchange account. This does not help the IT sector either as such transactions are reported against personal remittances and hence IT remittances get under-reported. It may please be noted that any revenue which is not reported on R-form to state bank as exports revenue will be treated as domestic revenue by tax authorities and can be taxable. Hence, to protect against exports revenue being taxed, it is important that your bank reports remittance receipts to State Bank whenever they are received.

We are confident that our industry is capable of achieving the above target by June 2017. In case of any queries about remittance reporting, please feel free to contact the undersigned for information and guidance.

Best Regards,

Sajid Iqbal
